The Guardian, the BBC and The New York Times all reported that experts studying Stuxnet considered that the complexity of the code indicates that only a nation state would have the capabilities to produce it. Israel has been suggested as one such state[ and there has also been speculation on the involvement of NATO, the United States and other Western nations.
