The UN resolution asked both India and Pakistan to vacate the areas they have occupied and hold a referendum under UN observation. Plebiscite Commission was formed to organize a plebiscite to determine the will of the people. India initially seemed to support UN resolution but later refused to abide by the orders of UN and refused to vacate the occupied areas. Since then, the region has seen a prolonged, bloody conflict between militants and the Indian Army. Indian army have been accused of widespread human rights abuses, including abductions, massacres, rape and looting.
